Can't install elements 11 on windows 7 system.

an error message appears upon efforts install elements 11 on windows 7 system: " error opening installation log file. verify specified log file location exists , writeable."  turned off firewall , virus protection - no help; went through several microsoft "fix it's" - no help; deleted temp files - no help; created new user account - no help. ideas?

provide th detailed information event viewer , install logs:

Joomal 3.6.3 update error - PHP temporary folder is not set - Joomla! Forum - community, help and support
