Sign in required?

i created form , "opened" clicked share sharable link. when send cannot access without reaching error saying must first sign in .... right? 

 

when signed in , click link, works fine. when sign out , click link, have same problem.

are trying provide access form document or html fillable form? if it's later, don't need share form. once have opened form, copy url shown in distribute tab. here's format of link should sending out.
