How do I convert a bitmap/jpg type image to vector graphics/editable outline?

corel draw 5 did nicely it's obsolete , can't load onto machine (hp all-in-one pavilion desktop windows 8).

 

i working hand-drawn images since need manipulate outline/s 4 - 12 pixel tool, great editing nodes instead.  creating image scratch vector graphic horrible large amount of work , not feasible @ time.

is there way other corel draw 5 make conversion bitmap-type images editable vector graphics, ie: editable nodes?

ps - don't have $700 - $1000 spend on  software @ point have photoshop elements 11, premiere 11 , lightroom, plus gimp , usual.  should start?

coreldraw 6? can hound out upgrade 160.00 or so. none of tools mention owning job.

Upgrade 3.4.8 to 3.5.1 failed "download package failed" - Joomla! Forum - community, help and support
