Opening Photoshop Elements

i installed program last week , used on weekend. when tried open program morning, not open tried uninstall , reinstall it. however, keep getting message application has exclusive access file c: \programdata\adobe\photoshopelements\11.0\thumb database.db.3

i cannot find open. perhaps lack of knowledge in dealing windows 8 has me stymied

 

close editor , go thumb db.3 file , delete it.

 

program data may hidden system file if can’t find see link.

 

 

 

after deleting file re-launch editor , wait whilst new thumbnails generated.

if dosent work - restore thumb db file recycle bin using move & replace.

Upgrade 3.4.8 to 3.5.1 failed "download package failed" - Joomla! Forum - community, help and support
