Can't log on to photoshop site.

i purchased elements 11 , downloaded it.  after verifying email, attempted log in photoshop; however, received message "it's no longer possible create photoshop.com account."  appreciated, want use product.

did have photoshop.com before? ability create new photoshop.com account disabled migrating our new cloud based photo hosting service adobe revel.
