Encode in exporting to CSV file

i generate data of web forms customer report csv file import salesforce. (btw, if solution more efficient, appreciate!)

in phone field , fileds, user type "+" prefix symbol before country code or example " double quotes in other fields.

when export data csv, symbols converted + html character references.

how can resolve issue?
