Can't install Lightroom 4 Error 18501

can't install lightroom 4.  error 18501.  says need update explorer, adobe flash, etc.  went through that.  have explorer 10.  have latest adobe flash, etc.  have windows 7.  had disk of lr4.  installed.  clicked on shortcut made.  asked purchase license.  said needed these things mentioned , keeps reporting same error 18501.

sounds liek blocking relevant components. turn off extras security tools , other utilities.

Joomal 3.6.3 update error - PHP temporary folder is not set - Joomla! Forum - community, help and support
