Preference are not saved when leaving Photoshop elements 10

hi,

each time leave photoshop elements 10 (bought on apple store), windows says don't have required rights , preference not saved. each time restart program re-installing effect if it's new install.

any change done in preference window not taken consideration.

i understood because photoshop trying save on root directory, not possible protected.

anyone has solution makes unusable :-( how can change right or tell photoshop save preference file somewhere else?

i use mountain lion.

you need explain little more. okay, bought app store version. logged admin account when downloading , installing it? doing when use pse? "reinstalling effect". mean that? did try add content app store version? content? if trying install actions, doesn't work in app store versions prior pse 11 (pse 11/app store came out--haven't had chance try there yet, can't sure works , doesn't).
